US lawmakers are meeting during the weekend for the first time since the federal closure began more than a month ago, but hopes for a cross-party deal on how to resolve the impasse appeared to diminish as Republican senators proposed a proposal unacceptable to Democrats: scrapping the ACA, known as Obamacare.
Growing Consequences of Government Shutdown
The effect on US citizens from the lengthiest closure of the US government in history worsened on Saturday, as federal workers went without pay, airlines were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.
President's Plan from Golf Course
As Saturday's meeting got under way, Republican senators embraced a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be replaced by health savings accounts.
"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
Republican Endorsement
Multiple Republican senators welcomed the plan, which is comparable with a replacement for Obamacare put forward in 2017.
"We're going to replace this failing program with something that is truly better for the patient," one senator stated.
Another senator commended Trump's proposal on online platforms, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.
"I'm writing the bill right now," a third senator wrote in response to Trump's suggestion. "We must stop public funds from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."
Opposition Response
Democratic lawmakers shared alarmed reactions to Trump's plan.
"In other words, Donald Trump's 'proposal' for health care is yet another calculated attempt to eliminate Obamacare," one Democratic senator commented. "It's the same failed Republican plan that's been defeated by the public and Congress."
Another lawmaker reacted to the censure of insurance companies by posting: "Well, Trump and the Republicans can't stand how the big, bad insurance companies are ripping-off Americans. Seriously? Then I applaud your support for universal healthcare."
Ongoing Negotiations
The Senate went into recess without reaching a solution, but Senate Republican leaders have indicated an openness to an developing proposal from a small group of centrist lawmakers to end the closure in exchange for a later vote on the ACA payments.
One Democratic senator, who is leading the negotiations among centrists, said that Democrats "require another path forward" after Republicans rejected an proposal to reopen the government and continue the payments for a year.
Another senior Democratic lawmaker persisted in arguing that Republicans should accept a 12-month continuation of the subsidies before discussing the future of the subsidies.
"Doing nothing is irresponsible because people will go bankrupt, people will lose insurance, people will get sicker," the senator said in a floor speech. "That is what will happen if this Congress fails to act."
Political Situation
Not one of the Republican senators seemed to address the fact that consumers would still need to buy coverage from the same carriers, or that Republican lawmakers need the backing of eight Democrats to reopen the government, and the idea of repealing and substituting Obamacare with HSAs is unlikely to earn a single Democratic vote.
Several analysts indicated that the essence of such a plan would remove the ACA's mandate that carriers cover patients with pre-existing conditions.
After his golf outing, Trump returned to his residence and reiterated on his demand that Republicans stop seeking compromise and try instead to repeal and replace Obamacare with a version of the proposal that was unsuccessful to secure enough support in 2017.
